A “turnkey” site is one that is immediately available for industrial or logistics activities.
These are :
– the ex-airfield extension zone at Romilly sur Seine – 63 ha available
– the Grand Troyes Park at Sainte Savine (Troyes Champagne Métropole) – 41 ha available
– the Aube Logistics Park in Buchères, Saint-Léger-près-Troyes and Moussey (Troyes Champagne Métropole) – 70 ha available
The benefits of the “turnkey sites” scheme for the South Champagne region
This scheme gives the Sud Champagne region (Aube and Sud Haute-Marne) a high profile both nationally and internationally. It is now clearly identified as being capable of hosting large-scale industrial and logistics projects, by offering immediately available land in the heart of large employment areas to recruit future employees. This is a powerful lever for attracting business. The Business Sud Champagne economic development agency has also been identified as a partner for any project to set up business in the area.
How are the sites chosen?
5 sites were proposed, of which 3 were selected. Location, accessibility, quality of facilities, employment pool capacity, training environment, etc. were all decisive factors in obtaining this label. It is also the result of work carried out over many years by the local authorities concerned, who have been able to plan ahead by mobilizing land for economic use, developing high-quality areas and taking charge of all the preliminary studies (town planning, preventive archaeology, environmental studies, etc.). By making it possible to start building an industrial or logistics site more quickly, while guaranteeing a high level of environmental protection, these sites are an invaluable asset for convincing investors and speeding up the implementation of projects during a period of recovery.
What is Business Sud Champagne’s role and level of involvement in the scheme?
The Business Sud Champagne agency led this operation in conjunction with the local authorities involved in these areas (Communities of Municipalities, Troyes Champagne Métropole, Aube Departmental Council), as well as the services of the State and the Grand Est Region. The sites corresponding to the specifications were identified in advance. The local authorities (owners and managers) were mobilized to work closely with Business Sud Champagne to complete the application files.
What impact could this scheme have on the Sud Champagne region?
This system strengthens the visibility of the South Champagne region both nationally and internationally. Our region, at the crossroads of the three major regions of Ile-de-France, Eastern France and Burgundy-Franche-Comté, is an ideal location for major industrial and logistics projects. This scheme has given us a higher profile with the Business France teams, in conjunction with our regional attraction agency Invest Eastern France, and projects are currently being studied in these designated areas. It’s worth pointing out that, in parallel with this initiative at national level, the Grand Est Region has also launched a survey of business parks, with the capacity to offer a “more modest” 5 ha of land in a single block that is immediately available. The Region worked with the economic development agencies, including Business Sud Champagne, to identify 8 sites in Sud Champagne. These sites are also the subject of audits carried out by the Region and its partners (State, Banque des Territoires, etc.), enabling a detailed analysis of the strengths and weaknesses of each site, with the aim of helping to improve the offer where necessary in terms of development, networks, studies, etc. It should be remembered that controlling the time needed to set up an industrial or logistics facility is a key factor in the choice of investors, and all these initiatives contribute to this.
