BSC: the 3-year review
PHASE 1 CONSTITUTION AND START-UP
- Creation of a team of economic development and attractiveness professionals,
- Organisation of governance: from 5 founding members, all the Communities of Communes, from Romilly to Langres, and the 2 Departmental Councils are now members, giving a total of 24 members.
Today, BSC is an economic development tool for all the local authorities in its area of operation.
- Integration into the socio-economic landscape: taking account of the various existing structures and initiatives to propose a shared vision and actions.
- Example: European hemp cluster created at the same time as BSC – co-construction of a partnership in which BSC is positioned as the cluster’s reference player in terms of attractiveness and monitoring of business projects resulting from workshop work.
- Start-up of initiatives to structure local industries: creation and coordination of the Knitwear Centre of Excellence, in partnership with all the players involved.
- 49 textile projects supported in 3 years
- Launch of aggressive external prospecting initiatives, with the support of regional, national and international players
- Integration into regional and national project prospecting networks: Invest Eastern France, Business France, Geolink, professional logistics and textile networks, etc.
BSC has manged 313 external projects in 3 years, 27 of which have resulted in the creation of 371 jobs (8.6% transformation rate).
- Support for key companies in the region: prospecting for BSC target companies (key companies, group subsidiaries, ETIs), identifying and supporting projects:
343 endogenous projects detected and processed since 2019
120 of which have been completed, with 665 jobs planned over 3 years and €95m of investment
- Attractiveness strategy : An approach for 2021 that has led to a shared vision of the region and an attractiveness strategy based on the “Sud Champagne revealing/creating new models” regional “brand”.

Under the impetus of its new Chairman, Aymeric MAGNE, BSC is entering a new phase of its existence, focused on capitalising on its achievements and accelerating the agency’s deployment.
PHASE 2 – 2022-2027 – CAPITALISATION AND DEPLOYMENT
1- Capitalise on the work carried out and on the portfolio of projects to increase the transformation rate and focus the approach on large, highly structuring projects.
2- Building on structural and economic strengths
- A context of economic recovery and change favourable to the outlying areas of the Ile-de-France region
- Land saturation in metropolitan areas, which is driving projects to medium-sized towns
- The maturity of sector structuring projects, which are beginning to bear fruit (European Hemp Cluster and Knitwear 4.03 Cluster of Excellence, logistics initiatives).
- A geographical location and quality of life that are a natural attraction that needs to be promoted
3- Through the dynamic deployment of endogenous and exogenous actions:
- Ownership of the attractiveness strategy by local players (innovators’ charter)
- Implementation of the Grand Est region’s Business Act #2 to support the transformation of businesses (energy transition, digitalisation, Industry 5.0)
- National and international promotion of the “Sud Champagne Créateur/Révélateur de nouveaux modèles” brand (events, trade fairs, prospecting, etc.)
- A pro-active, offensive approach to bringing current projects to fruition.
